H1-B 48.5K clause

I was wondering if anyone heard of the new rule that you have to have a base salary of atleast 48.5K in order to apply for H1 visa?
My sister is close to getting an offer from this company but the attorney there had told her that the base salary has to be atleast 48.5. She has a Bachelors degree and I don\'t think entry levels get paid that much to begin with.
Any comments or suggestions would be helpful

Depends on Position/ geographical area...

There will be a standard wage rate in the metro area she is seeking employment. But there is no 48.5 K limit specified in any INS law/ruling. There are many prevailing wages sites which attorneys refer to. Search the internet.
