H1 advance degree quota requirements

Hi,
I am on OPT right now and am working for a company in california. I will be defending my thesis and completing all requirements for an Master's degree. My diploma wont be coming until december this year. Can someone let me know if the letter stating that Ive completed all degree requirements from my department and a transcript sufficient to apply for H1 under the 20K advance degree quota? Is there anyone who applied with a letter from their department and transcripts whose h1 got approved?

H-1B master degree requirement

USCIS will accept applications with a letter signed by the Dean of the University stating that all the requirements for the master degree has been met including the date on which the graduation ceremony will take place.
