H-4 visa procedure

I have recently changed my status from F1 to H1 B1.
I am planning to call my wife and son from India. They have been earlier rejected student dependent visa. What should I do to make sure (or increase the possibility) for them to get the H4 visa?
I am not travelling so I may not have H1 stamping on my passport.
I may not be able to submit any pay stubs if I decide to send my wife immediately.

Paystubs will be crucial if the employer is not one of the fortune500 companies. Also get a letter from employer stating your employment supporting the H4 applications
All US consulates have a web site which list the documents required for all visas.

I think I should go by your advise. I shall wait till I collect enough pay stubs. Also regarding the letter, is there a specific proforma that I should know? Or just some thing like "to whom so ever it may concern " type of letter?
Also I checked the website and they have information regarding the documents required but they did not list out the pay stubs as a requirement.
