Hello,
I have a question. I hold a Ph.D. in Transportation Engineering and I am working for a quasi-government organization in the state of West Virginia.
My OPT card is valid until 9 May 2004. My attorney is in the process of filing for H-1B visa, and the quota for it has already expired this year.
But I came to know that people working for Government organizations are exempted from the H-1 B quota. Can you please clarify?

I do not know of any such exemption.
