You have no basis to petition for your parents until you become a citizen.

You need to become a US citizen before you can apply for your mother. There is also family based GC process available. But that might take years. You could rather wait until you become a citizen and then apply for your mom which would be faster.

There is no mechanism for a Permanent Resident to petition for his or her parents, fast or not.
