My mother-in-law is a citizen of the Philippines but has a permanent US Residency card good for 10 years. She is leaving to visit the philippines for a few months, her passport will expire while she is there but her Residency Card will not. Will she be able to renew her Philippino Passport while in the Philippines and still return to the US since she has a valid US Residency Card?
