GC for my mother, was rejected entry at the POE last month

My mother was rejected entry as a visitor at the POE last month.
She had to go back to India and now the only way she can
enter US is once she gets the
My brother has applied for UCS. Can some one explain the process for him sponsoring my mother for GC once he gets
naturalized.
We know that we have to file 130, petition for permanent residency. What happes after that? Since she won't be in the US we can't file AOS(485)
How long will this take?
What paper work should we keep ready for this process.

Any help will be greatly appreciated.
 
why was she rejected

what visa was she rejected on? since she is in india her processing will be done thru the US consulate that serves the area she lives in. ie after 130 it will be consular processing rather than adjustment of status.
