From TD to TN during COVID-19

Hi, Currently I have TD visa under my husband's TN. I have received an offer from a small company and will have to get new TN visa. I want to know, if we go to any POE and get rejected, Can me, my husband and kid come back to USA under current situation? My husband has his own TN and kid is a USA citizen. Will they allow me to return back to USA under existing TD visa? Can I try the next day if I get rejected? Any other options? Also, are they allowing Petition filing or do I have to go to the POE to get visa during the current COVID-19 situation?

Is there a need that ALL of you go. Go yourself and get TN. Border is open for this, or file but filing will take a couple of months.
