What happens if FBI is not able to process the FPs because the prints are smudgy? The persons fingers do not have well defined ridges. Got a second notice to go for FPs but it is the same fingers how will the prints be different the scond time? Assuming that FBI will not be able to process them second time also, what is alternative? Has anybody run into this kind of situation before? Appreciate your inputs.
 
If a second set of prints also fails due to quality, the applicant will need to provide police background clearance from every district he/she has lived in the statutory period.

How do you define district? Towhship, County, STATE?

I usually see local township police department has a record service window.

I don't know if that is good enough or not.
 
It's defined by what police department has immediate jurisdiction over the area you lived. This would be local or city police department.
 
Will USCIS say local police report can only clear you for the regions where you live and have lived not others region. One can live in Township A
and commit an unlawful act inneighboring township B.
