I don't think there's anything you can do. CIS decides when FP is necessary and I even think they schedule the fingerprinting, not the outsourcing company.
The best shot that you have is call NSC and tell them you've changed your address, then give them your same address. Someone did it a couple of weeks ago and he or she got the RFE or something.
Your next best shot is to do a fax inquiry - but your chances are even slimmer.
Of course, I have tried everything possible, including "changing the address" last week.
