My brother applied for F-1 visa for Fall Semester in Aug 2009. Embassy kept his passport and asked him to get a new I-20 for spring 2010 semester as it was too late for him to join the fall session. He obtained a new I-20 and e.mail it the embassy few days ago. Today he got his passport back with F-1 visa stamped in it but no I-20. Is it normal to send a passport without I-20 sealed in it? Normally they give you passport back with I20 sealed and attached to it. What is the suggestion? Should he travel on that passport to US with I-20 in hand? (Remember he e.mailed the I20 to embassy as directed so he has the original I-20 in his possesion). Please advice.
