Hello, I would like to know what is the difference between two tables in the visa Bulletin, one of them
Is Adjustment of Status Filing Charts. Thanks!
 
The second one (table B) allows you to file for adjustment of status if permitted that month (see link above the table - it usually is) if you are already legally resident in the US under another visa category.
If you are residing outside the US, then the date in table B indicates that you will be contacted by NVC to submit documents, pay fees etc for your case, but you will not be scheduled for interview/be able to get a visa until your priority date is current in table A.

For Consular Processing, the process should start when the date in the Date for Filing chart passes your priority date (although the process is not initiated by you, and you have to wait for them to contact you anyway); the immigrant visa can only be issued when the date in the Final Action Date chart passes your priority date.

If we visiting USA at the the time our priority comes in date for filing chart- can we apply for adjustment of status in that situation?

How long does the green card take if one applies for adjustment of status? Thanks

No you can’t. That is considered entering the US with a preconceived intent of filing AOS. You can’t use a NIV in that way, for that purpose.
