F2a current but I-130 pending

Hi

I and LPR and filed I-130 for my 19yr kid Jan 2018. It went to WAC center California. Not approved yet. Looking at the visa bulletin, it is current till march 2019. So our priority date is current.

a) what can we do to expedite the I-130 process?
b) what happens if my kid turns 21 and I-130 is still pending and priority date is current?

Please advise
 
The Dates for Filing chart says March 2019. But the Final Action Date is still at July 2017. And it's the Final Action Date that determines whether the visa can be issued and whether he has aged out.

Which category did you immigrate in?
