If your school is in TX, and you are residing there you can apply through TX SC.

No, I mean mailing the application to TXSC. I saw in the website that the processing dates for TXSC are jun15th. So thought of applying in that service center to get a fast approval.. Thats all....

No, you can not mail to TX, your juridiction is CA only. They will send the application backe to you.
