F-2 student being given financial rewards

An F-2 high school student participates as a committee in an out-of-school Arts program. This program gives the student
1) a stipend for this participation, and
2) fees for some artwork contributions (used for promoting the program among high school students)

The program was created from collaboration of the city's Department of Cultural Affairs, Youth Bureau, and Board of Education. Apart from out-of-school programs (as mentioned above), it also provides in-school arts education programming for the city's K-12 public schools.

a) with respect to the student's F-2 status - can the student receive the stipend and fees? (the student doesn't 'need' these financial contributions, but were given these as rewards)
b) can an F-2 student receive 'gifts' or prize money from winning any competitions?
c) are these required to be filed in form 1099-MISC for the IRS?
