Estimate position: TOTAL allocated visa per year

My EB3 PD June 2002 India. I calculated and found that total pending GCs before my date are 3815. How many GC are allocated to EB3 category to India per year?. Just a guess as to when I will be able to apply for my GC and atleast get an EAD?
If anybody has the same PD or close to my PD please tell me that the figure i have obtained is correct.

140,000 total per year
7% limit per country
7% of 140,000 = 9,800

So, 9,800 per year to INDIA across all EB categories
28.6% max per category
So, EB3 gets 28% of 9,800 = 2,802 per year.

Applicants and any dependents consume numbers.

I am not sure if that's accurate given the complex working of this whole process. Though, any number that come out of our estimation process is bound to be far from reality, however the vertical and horizontal trickling down of visa numbers is expected to make additional visa available for oversubscribed countries(like India) within EB3 category. Given the high demand in EB2 category, I do not expect much help from vertical trickling down of Visa, yet I do hope that the unused visa from other countries within EB3 will be made available to INDIA and other oversubscribed chargeability countries in order to minimize the loss of visa numbers.
