You are absolutely correct. I too think that way. I don't remember seeing any approved case with PD DEC 2003.

I am waiting for Second FP
I called TSC IO yesterday and she initiated FP notices for me and my wife. She said I should receive in 10-14 days. When I asked whether my case is assigned a visa# she said "Not yet" . She confirmed we need Finger prints and our last finger print was in Dec 2004. I haven't received a 2nd FP yet.
When I spoke to another IO last week he said I should expect next step within 60 days. He said everything is clear for my wife and no records for me(?) about FP and name check etc.
