EB3 Current?

I know this is not the forum for this question, but I prefer to use it as the people that are in it generally have the most knowledge of the U.S. Immigration System (If that's okay with everyone).

1. What was the recent debacle about the EB3 categories and others becoming current?

2. If this were to happen again (the EB3 becoming current) and you Have a PERM that's been started but not finalized, can you file your I-140 and 485?
 
1. C'mon. Read other forums on this, there are only about 1000 of them.
2. You can't file I-140 until perm is approved. You can file I-485 before I-140 is approved, so long as I-140 is filed, and your PD is current.

Any idea what the average PERM processing time is right now?
