EB2 or EB3

Hi Guy,
I am very confused with EB2 or EB3 category in the I140 form. Some body said it is decided by an immigration officer when he or she reviews the LC , cover letter and I140 form. But I know there is a 'type' item in the I140, we chosed 'd' as advanced degree (NOT NIW), does that mean we are in 'EB2' automatically? Also can we find out the 'EB2' or 'EB3' inside the I140 receit?
Do we need to mention 'EB2' or 'EB3' in the cover letter?

If your job requirements in labor are atleast a Masters Degree or a Bachelors Degree with 5 years of experience and you qualify for this, file in EB2 else file in EB3.
