EB1-EA filed at CSC, moved to another state

My EB1-EA was filed at CSC in September '03. I moved to NJ to work for a new employer and filed AR-11 on-time. Do you guys suggest waiting for the CSC decision or file a new petition with VSC to increase my chances?

I didn't file a 485 (planned for CP). Do you guys think I should file a new EB1-EA at VSC and leave the CSC one as is to increase my chances?

why does EB1A have service center constraint?

I have the same question. EB1A (and NIW) has no employment requirement, right? Then why do you have to file at a particular service center? I-140 says where to file depends on where you "will be employed". What am I missing?
 
For EB1-EA, you are supposed to file at the service center which have jurisdiction over the area of your residence.
