I just saw some posting that as LC's are approved it could go back from jan2002 backwards in 2001...is that true...coud it happen

Possible. If BEC clears pending LCs from NY,CA,IN,TX etc.. rapidly in coming months, then visa cutoff date may go backwards again. Nothing can be predicted now. Anything is possible in slow US immigration system. Hope for the best (forward movement of visanumbers).
