EAD by I485, OPT F1

Hi,
We have submitted form I485 and we are waiting for the final approval of the change of status. We also have our combo card (including EAD)(forms I765 and I131). My wife is on F1 visa and will finish her PhD in May 2016. I want to know if she can apply for OPT?

If she applies for OPT it will probably be denied. Also, why would she want to waste money on it? She already has unrestricted work authorization.
