My CN is 10xxx and have not filled the DS-260 application. I am current and want to submit my DS-260. Is the US embassy in Nairobi processing DV amid the pandemic?

Why are you waiting to submit? It will probably take at least two months after you’ve submitted before you can be scheduled for an interview, and interviews are scheduled 6-8 weeks in advance, you’re leaving it very late.

I got the ready for scheduling email on May 14 but I haven't yet recieved the 2nl? 2021af10xxx. How long does it normally take from RFS to 2nl?

Really? There is a lengthy discussion on the time it is taking to get 2NLs and in fact that some might not get them at all because of the developments this year.
