On 08/18/2003, the United States Department of State (DOS) published an interim regulation announcing that diversity visa (DV) 2005 lottery applications must be submitted electronically between Saturday, November 1, 2003 and Tuesday, December 30, 2003. For the first time in the lottery program’s existence, paper entries will not be accepted. The DOS has switched to a strictly electronic filing system in order to make the process less prone to fraud, improve efficiency and significantly reduce the cost to the Government associated with the program. Although written comments to the interim rule may be submitted to DOS prior to 10/17/2003, the changes became effective upon publication of the rule.
