ds 260 completed, Again age over issue will come or not ?

My date of birth is 14th July 1990. And F4 category from India, PD is 31st Oct 2003. And the applicant is my father. And till 13th Oct 2017 , only my fathers and mothers name was on list. On this oct 13 we got a mail for pay the fees for me and my sister(4th July 1992). And we payed the fees and completed DS 260 form and also on 26th OCT 2017,
send the PCC, Passport Copy and Birth Certificates. I think because of our names are added, Our IL will delay again. Actually our PD is current now. My question is am i eligible to get visa as of my DS 260 is completed and payed the fees. Or again age over calculation will be there based on the interview date ?

I can't answer this exactly but have you read the official information on CSPA? https://www.uscis.gov/greencard/child-status-protection-act

If you do a search for "CSPA calculator" you should be able to find one that will help you figure out exactly whether or not you've aged out.
