Do we get approvals anymore?

Do we get anymore approvals? Especially for India/China and other
retrogressed people because of Visa ? I guess according to bulletin
and last months DOS statement by Aug 15 is some kinda last date right?

What are you folks thoughts on this?

Hmmm....Finally I gave up....fed up with USCIS game...
My PD is july 2002 Rd is dec 2004 , no chance for me till oct bullettin...
 
It's a game of luck. You never know when you get approved.
Ask those who got approved today. I bet they felt the same yesterday.
