Do I need to go to India for F1 stamping?

Hi,
I have a question regarding F1 visa. My cousin is currently in US on H4 (H1 dependent visa). She wants to pursue Master's in a US grad school. So she needs to cancel her H4 visa and get a F1 student visa. She has already got I-20 from the school.

My question is, does she need to come back to India to get F1 visa stamping on her passport? Or, is it possible to get the F1 stamping in US itself.

Please let me know asap.

She may apply for change of status, using I-539. She can also start studying in H4 status in the mean while. There are different cost implications to both.
In H4 you may get in-state tuition rate.
In F1 you will get on campus work, CPT, OPT etc.
