Different place of birth state in Passport and Non availability Certificate

My birth was not registered so I have got a non availbility certificate and affidavits but the place of birth state is different on the passport, it's error from the passport office, will this be an issue?

--------------------you are having your passport before you come to US and got visa stamp at that time why you did not notice that and got it corrected? may be you wrote wrong place of birth on your passport application. talk to nearest US consulate and get it corrected.

Name, DOB, need to be same on Passport, form G325A , I-485 form

Name, DOB is same in the passport but only the state in the place of birth is wrong. Will they go by what is in the Passport or what is in the affidavit?
