Derivative GC from DV 2004

I am from europe, my wife is from africa. With the lower number of entries from europe it would be wise to enter two cards, one under her name as primary and one under mine to increase the odds.

Now, here is the problem: I myself have no interest in permanent residency and wouldn't file a 485 even if I got a DV number.

In case I got a number, could my wife file a 485 even though I don't file one ?

Would her application be denied solely based on the fact that the primary winner didn't file ?
 
If the primary beneficiary ( you ) does not apply and recieve the IV, his spuse cannot get the visa. If you get the visa and do not enter the US, she cannot enter by herself. If you have no intention of entering US as a GC holder, you should not apply for DV under your name.
