Current filing of I-130 and I-485 for sibling

Does anybody know whether I-130 and I-485 can be filed concurrently for sibling?

Siblings for India is 14 years wait list.
I 130 takes 2 to 3 years denpends on your service center. Then your approval notice goes to National Visa center and preserved for 10 -14 years until the date became current.

Best way to reduce this time line is get your parents GC and Citizenship and then let them sponsor on Category III, this takes 4 to 5 years
