Country of Birth matters?

I am an Indian born in Kuwait. Assuming I can get an employment based green card, will my country of birth considered?

For availability of visa numbers, yes, it's country of birth that matters.

Yes, according to USCIS: "there are limits to the percentage of visas that can be allotted based on an immigrant’s country of chargeability (usually the country of birth)."
