Clarification needed on Parent visa & AR-11

Can you please clarify on these two Q/A on Parent's Visa and a Question on AR-11.

My Friend's Parents got a 4 month visitor visa Oct15-Feb15, 2004
Q1) Should they arrive in US, latest by Feb 15, 2004 ?
A1) Yes[My answer]

Q2] How is their length of the stay determined?
A2] At the discretion of POE officer who gives 3/6 months on I94 and that I94 date determines his date to return back.

Visa is just an entry document and I94 date determines their legitimate stay out here? Right?!

Q1] My brother came on H1 couple of weeks back, and has now moved to a new apartment. Should he file AR11? [He had given his office address in I94 Form]

yes on both counts

visa is for entry only. they need to get in before feb 15. Then depending on what the officer stamps>- their stay gets determined. i.e the stamp on 1-94.
regarding AR-11, i think that until one becomes a citizen, they need to file ar-11.
it wasnt so strict some years back and not many people used to do it but now its strictly enforced. Your brother will also need to send ar-11 since when we first enter, we just mention the address we will be going to on i-94 as we dont yet have accomodation. But now he knows and uscis requires a record of address.
