Charges withdrawn need to mentioned in DS160?

3 years ago, I got charged with 'theft under $5000' in Canada. I was not arrested or convicted. I got a lawyer, went to court, there we got to know that my charges can be withdrawn if I attend a class against shoplifting. I promised and attended the class. My charges were subsequently withdrawn. I also got my fingerprints and photograph destructed successfully. After that I also did RCMP check for police clearance certificate to apply for my PR in Canada. The police clearance certificate mentioned no criminal record. I got my Canadian PR approved recently.
Now i’m filling the DS160 B2 visa application, and came across the question “ Have you ever been arrested or convicted for any offense or crime, even though subject of a pardon, amnesty, or other similar action?”
What should I answer? I was never arrested or convicted.
