Re-Registration requirements have been "changed", though not completely e.g. the requirement for reporting before departing is still there specially for people who had registered previously. Therefore, registered people, shouldn't just leave, report to the INS/DHS officer first.
The registration, it seems, will be done selectively at port of entry or as the DHS officer advises the individual to do, rather than on a blanket basis.
The new rules seem to be providing some breathing room for the overworked and exasparated DHS officers and some flexibility for the international traveler.
