chances of being denied a waiver request

I'm an international student who will be studying in the US on a J1 visa. My program is not funded by any government. It seems that I'm only subject to the two year rule because my country lists math / statistics (which I will be studying) in the skills list. If I do successfully obtain a no objection letter from my government when I try to apply for the green card, is there any real chance of having my waiver request denied by the US government? Have there been any instances where a waiver request is denied for J1 visa holders that did not receive any government funding? What would be the grounds for denial?
