chance of having a B-2 with 2 convictions

Hello,

My brother in law has been convicted twice :
In 2011 for robbery and he received a suspended jail sentence of 6 months
In 08/2012 for violence in public space he had a 18 month jail sentence + 9 months of suspended jail sentence + probation.
For both sentences he was more than 18.
He would like to visit his sister for vacation. He is french but obviously ineligible for a visa waiver. Do you think he has even a small chance of getting a B-2 visa? If not do you think that waiting a couple more years could help his case?

The chances are very slim to be honest and it all depends on the CO. He can give it a shot and see what happens but there is no guarantee the visa will be approved.
