Can my Mom cross US-Canada Border on a visitor VISA ?

Can my Mom visit the US from Canada ( land or by air) under current travel ban ? Here are the details for further clarification :

-She is an Indian citizen, staying in Canada since Feb 2021 on a visitor Visa .
-She had no travel in last 14 days and is fully vaccinated.
-She has multiple entry Visitor VISA for both countries .
-I'm a US Citizen ( married and above 21 years )

Please help. This is urgent. Thank you !!!
 
Yes, she can (and has always been able to) visit the US, but she has to enter the US by air, not by land. And since she is entering by air, she has to get a negative COVID-19 test within 72 hours of boarding the flight to the US.

I am not sure whether she will be able to re-enter Canada afterwards.

Thank you so much for the timely response. Appreciate it very much. Yes, understand that returning to Canada before 6 months could be a problem. Thanks again. This was very helpful o clarify.
