Can I transfer to Company C when I have just receipt notice from Company B

Could you please help me with this.
I have H1b approval from Company A.I transfered H1b to Company B which is still pending though I received the 'receipt notice'.Now I have an offer from Company C.Can I transfer to 'C' using the 'receipt notice' form B.
The USCIS website is saying that I may expect approval before 16th of this month.I dont know how long it will take to get approval notice.
