Can I still apply for 2nd EAD/AP after EB3 PD roll-back

I am in EB3 with PD of 4/21/2003. My I-140/I-485/EAD/AP were filed in 01/2004. I-140/EAD/AP were approved while I-485 is pending. After EB3 PD roll-back, Can I still apply for my 2nd EAD/AP. I heard from somewhere that I can't even apply for EAD/AP when my PD is not current. That is a big bomber.

I think you can as they have accepted your I-485. So you can renew your EAD/AP. Only they will not process your I-485 till your PD becomes current.
