Can I skip some of my work history in the PERM application

My PERM (as a Senior software Engineer) have been denied twice during past 5 years and my employer (Now merged with another company and carries a new name now) is starting the third PERM (while second one is being appealed) , lawyers are putting together new job description and also warned me that some of my reference letters are incomplete and I may have to contact my old employers to get new reference letters with new content and more details in the letter. which is most probably not possible for all my previous work places.

The question is, I have about 20 years of work experience in my career, but the job description is asking for only 7 years of work experience; Can I only include 7 or 8 years of my work experience in the application and do not talk about the rest of my work places all together? or Can I include all my work experience but only provide 8 years worth of good reference letters to DOL?
