can I-140 be transfered to a local office?

I was told by a case representative that my I-140 (not approved yet) case was transfered from Vermont center to a local office in DC. Is it even possible? Can a I-140 be processed in a local office?

It's possible. Most likely, they will check your background through local office. In some cases, people will be interviewed to confirm some documents.
 
Thanks for the reply. Interesting however... You see, when I called to Vermont to ask about my case status I was told that name check has been completed. I wonder if it differs from your suggested "backgroud check" and document verificaiton.
Do you have any idea if a local office can actually approve I-140?

Name check is for 485, so it is not relevant to 140. I think, they may try to verify something such as employment from local office. You will get an interview if they think it is necessary. And a local office should be able to approve any cases without transfering back to service center. Correct me if I am wrong.
