Thanks for posting. Given the very poor job approval rate demonstrated by today's poll, I am wondering how Mr. Bush support will count.

Could still happen

Despite the low poll numbers, he is still the president!

Furthermore he is desperate for atleast some legislative victory. A lot of these things are negotiated behind the scenes and the votes are for public show and record as we have seen. When you read about the proposal to add 2 billion to appease conservatives etc, some compromise is still being discussed.

In this setting, if he wants something passed, he will get it done even if it is somewhat less than 100% of what we need. It seems likely given the pressure that US tech companies are putting on the admisistration, the low unemployment in Tech currently, and the fact that the H1b Visa cap has been in place for 2 yrs now and Visa retrogression has hit, the pressure is building.

What we don't need now is a geopolitical shock, to divert everyone.
