birth certificate Must for born after 1970???

My HR told me that INS made it strict on birth certificate procedures.
After April 2007 Birth Certificate is necessary for people who born after 1970.

Even if a person can provide a Non Availablity certificate(who born after 1970), it still mandatory to get it regisetered in local municipal office and send the Birth certificate to INS..

Is this true??

I am born after 1976 and no Birth Certificate for me..I am planning to send my School certificate along with one affidavit and one Non availablity certificate though..

Should this be OK?

Please let me know if they accepted your non availability certificate or did u have to issue birth certificate.
