? Biometrics at POE for LPR

All,

I came back from a business trip in Europe at POE DTW, and the IO asked me to provide biometrics, indicating "this is a new procedure". I have been a LPR for 4.5 years, and have traveled out of the country several times, but was never asked for that. I asked an immigration attorney, and she indicated it is not related to any upcoming citizenship application, or anything else.
Has anybody experienced that? Did anybody hear about that and can provide some information about it?

It is a new law that took effect on Jan 19, 2009. All LPRs are required to provide biometrics at POE.
