B2 rejection and willing to apply for F1

First of all sorry about to post wrongly, actually i did not visit this site before, so I did not know the way it should be.
My question was can I apply for F1 visa after the rejection of B2.

Since the qualifications are similar (i.e. ties to home country), you need to address the reason for the denial of B2.
