B1/B2 to H1B COS while in the US

Hello Rajiv,

A friend of mine got selected on H1B lottery but his H1B stamping is pending at the US Embassy.

He has a B1/B2 visa and came to the US last month as a visitor.

Can he apply for H1B transfer as he has an Employer interested in hiring him?

Does he have to wait for certain period after his arrival in US before he applies for H1B transfer?

His employer would have to file I-129 to request change of status to H1b. Is his employer willing to do that?
