August 2019 - can I submit I-485?

Hello,

I have just got a message from my sponsor that ETA9089 was certified. I am under 245(i), can I submit I-485 in August? I see that Visa Bulletin shows EB3 other workers shows 2016 however "dates of filing" shows "C".

Can my documents be sent to the immigration now? The company's lawyer told me that he must check if USCIS announced that "dated of filing" will be accepted in August but it always takes many days for him to check anything.

I appreciate your answer. Thank you.
 
Whether I-485 can be filed in a given month is determined by USCIS's AOS filing chart. USCIS is currently using Final Action Dates for employment-based categories. As you can see from the chart for August 2019, EB3 is still in 2016.
