Hello everyone.
I had an interview 4 months ago and just received notification from USCIS that “Decision was Mailed” . Does that mean that i am refused? Because im reading other posts and from my friends experience if approved first thing you see on the USCIS is fees are waived? Thank everyone and good luck

Yes, if you don't see fees waived then its most likely referred to EOIR or case closed if in valid status.
