Applying Visitor Visa

Hi,
I have 2 questions :

Q1 :
My parents passport and Visitor Visa is expiring shortly. They are in India now. My first step is to get a new passport. What is the process for re-applying for visitor visa after they get new passport ?

Q2:
My brother-in-law will be travelling to US on work, he would like to apply visitor visa for his mother ? Can he apply for visitor visa ? If No, what other option I have ? Can I apply for her visitor visa ?

A1: I believe some applicants may qualify for "drop box" renewal. If not, then apply via the normal local procedure.
A2: Neither your brother-in-law nor you can apply for the lady mentioned. Only she can apply for her visitors visa.
