Hello Gurus,
My Friend is a Master's student currently working on OPT. His OPT expires early next year. His Master's thesis is yet to be presented for the completion of degree. All his other coursework is complete. Is there a chance that he can apply under the Master's quota in such a case or does he need to have his actual degree certificate in hand?

Sorry for multiple postings. He is desperatly looking for an answer at the earliest so he could apply for H1B before masters quota is vanished.
